The possibility for exciting non-harmonic non-stationary pulses using the effect of transition radiation of the electron bunch intersecting a vacuum-plasma interface has been shown. It has been found out that for dense plasma, the amplitudes of non-stationary harmonics are not exponentially small values when the plasma frequency exceeds the cutoff frequency. The excited non-stationary pulses have the cylindrical symmetry and the energy transport in dense plasma occurs mainly in the direction of the normal to the interface.
