On One Approach to Rating of Higher Educational Institutions

ABSTRACT
We analyze main known methods of rating higher educational institutions (HEI). A new approach to HEI rating is suggested. Training a specialist of one or another profile (researcher, developer, specialist of maintenance, manager of enterprise, top-manager) is considered as a complex goal-orientated program (CGOP), described by hierarchy of knowledge and skills, which is constructed on the basis of experts’ knowledge by the explained technology. The lower level of hierarchy sets partial indices, by which HEI is assessed, and degrees of attaining the main goal of CGOP on the set of values of partial indices of the HEI, determine its rating. This approach ensures direct connection of HEI rating with quality of education and provides its management with information on specific actions necessary for enhancing HEI rating. We give an example of hierarchy of knowledge and skills which, in the authors’ opinion, ensures education of researcher regardless of its subject domain.
