Abstrakt

This article reviews some of the reasons behind the high failure rate of TQM programs in the USA.

It suggests that one reason is an inappropriate use of quality tools, and suggests that these should be related to the need, as indicated by the evolutionary state of the company's quality program.

Three stages of evolution are identified, with typical scenarios for each. Relevant tools and a role for the company's quality department are suggested for each stage.
