It is shown that in high-current (I≥ 250 A, I/d≥40 A/mm) plasmatrons with a self-established arc length and divergent anode channel there exists a region of stable laminar arc burnign exhibiting a diffuse flow of the electric current arriving at the anode. The most important mechanism of volume ionization in the "plasma-anode wall" transition layer is the photoionization of the cold near-surface gas layer by VUV-radiation emitted by a fully ionized plasma of the arc core at a temperature of above 20 000 K.
